Head of Data Governance & Operations

Job Description

• Leading enterprise-wide data governance & operations. with 2 portfolio- Data Literacy (training and communication) and Data Operation - Platform Operation & Analysis.
• Managing various delivery workstreams related to Data Governance (DG) including keeping track of activities schedules and reporting to senior stakeholders, CXO's & board.
• Develop Data governance & data Operation strategy & roadmap aligned to company vision, mission in continuing to support & govern over 20 millions customers and millions of company data.
• Create business case for departmental budget for departmental spending on tooling, services & etc. Optimizing Capex & Opex.

Responsibilities

Data Governance (Policy, Lifecycle, Maturity & Literacy) :

• Develop & implement the Enterprise Data Governance framework accordance to 11 areas of DAMA DMBOK2 data principles.
• Develop EDG policy, manual, standard or procedures and its implementation strategy, activities.
• Establish and maintain data catalogs, data dictionaries, and data inventories.
• Develop and maintain data governance dashboards and reports to monitor data, risk & compliance.
• Establish process, RACI, tool, and other aids for Data Owner & steward to perform data management within their division/ departments.
• Govern Critical Data Assets using DG Framework and end to end DG Lifecycle
• Govern, oversight & assess enterprise-wide on data security, access management, data ethic, BCM, privacy, data risks on its process & compliance related to EDG scope.
• Develop and run related DG principles, policies, procedures, metrics, tools, projects and operations

Data Operations (Protection, Risk, Compliance and Access Management) :

• Develop and Run DG principles, policies, procedures, metrics, tools, projects, costs, controls and operations
• Monitor and guide policy compliance, data usage and management activities.
• Accountable for Data Policy, Lifecycle, Maturity & Literacy/Adoption
• Develop Data protection strategy. Collaborate with Technology, cybersecurity and other respective departments for strategy implementation.
• Collaborate with Risk, Compliance, Privacy, Cybersecurity, Technology through working group, ensuring that company data assets are protected by being the gatekeeper for data sharing both internally and externally. Accountable for Data Protection, Risk, Compliance and Access Management.
• Support legal department in reviewing agreement, contracts as required to ensure data clauses are relevant in incorporated in the commercial agreements.
• Conduct, review data assessment for all projects. Provide data requirement, data handling for internal & external & recommendation as required to minimize data risk.
• Response, collaborate, lead to resolution to data issue including data breach, data theft, data fraud, data security, mis-used, mis-handling on companies' data and escalate to risk, privacy, security, compliance, cybersecurity & etc. as required.
• Responsible on create business case, create RFP TSOC requirement, set up tender committees to evaluate tender, until contract management in procuring DG tools, professional services & etc.

Data Platform and Analysis Portfolio:

• Develop and implement the DG platform strategy.
• Design and implement data management processes.
• Work with internal and external stakeholders to ensure that the company's data platforms and tools meet business objectives and requirements.
• Develop and maintain data analytics dashboards and reports to support business decision-making.
• Implement, maintain & support the DG tool.

Requirements

• Master’s / Bachelor's Degree: IT, Business, Management, Science, or Engineering disciplines preferred
• 12 years & above of Data Governance and Operations experience with specific knowledge of data protection, quality, architecture, master data management and related business processes.
• Hands-on knowledge for Design, Build, Maintenance, Monitoring, Optimization of Enterprise Level of Data Governance and Data Management Frameworks.
• Experience in data engineering, probability and statistics, machine learning, experimental design, and optimization
• Experience in driving end to end data solutions and data management strategy across data and analytics platforms.
• Knowledge in optimizing usage of Data technologies and/or services for synergies/cost savings and monetization.
• Experience or knowledge in IT Technology infrastructure, operation, Cybersecurity, risk, compliance process and mandate.
• Excellent interpersonal skills and communication with all levels of management.

• Good business understanding and experience in data governance & management, big data lakes/warehouses, APIs, Automation and AI/ML solutions / implementations.
